Phasing Plans for Sharon Middle Schools Project:

Middle School Phasing Plan 4-30-10 Approved.pdf

Middle School Phasing Plan Approved LEGEND 4-30-10 FINAL.pdf

THANK YOU TOWN OF SHARON!!!
The total borrowing needed is $20,971,173 to fund this school. For the homeowner this is an annual cost of about 58 cents per thousand of valuation. With this positive vote that has now occurred, the project will begin in the Spring/Summer of 2010 and continue over the next 30 months. In the model below, the two story addition is shown on the front of the existing building with the expanded gymnasium at the top right of the picture. The model and floorplan are now available in the Sharon Middle School library.  There is more information available below.

January 19, 2010 the vote was YES to build the Sharon Middle School! The Sharon School Committee and Administration thank each of you for reaching into your pockets once again and ESPECIALLY during this difficult economic time. We sincerely thank you and give our word that we will do our very best to bring the project to completion with respect for every one of your dollars that are spent!

Background:
A renovation/addition is needed for the Sharon Middle School, originally opened in 1967 as a junior high school. Twelve modulars were added to the school in 2002 to accommodate the increased enrollment of the grade 6 students. The roof and HVAC system have been replaced in the last 5 years to keep the building operational. Plans that were developed in 2001 to renovate the school were put on hold when the state put a moratorium on any reimbursement programs. When the moratorium was lifted a year ago, the school administration asked the MSBA (Massachusetts School Building Authority) to consider assisting with the funding for the Middle School. The project was accepted into the program in January 2008. Since that time, the school administration has been working with the MSBA and the SBC (Standing Building Committee) to update the plans from 2001 and to look for cost savings. The plans you see below outline the proposal to the MSBA that was approved on September 30, 2009 at a reimbursement rate of 52.68%. See the MSBA website data at

Process:
• Completed: The November 9, 2009 Town Meeting voted the amount to be funded of $20,971,173

• Completed: Ballot vote on January 19, 2010 passed by a margin of 1,000 votes.

• The MSBA has agreed to reimburse up to $23,153,039 for the project that has a total estimated cost of $50,540,287. This offer to reimburse is a "one time" offer that may not be repeated for another 15-20 years. Given that some work has been completed over the past 6 years to keep the school operational and has been included in the total costs,

• Next steps: Standing Building Committee will begin to ready documents for public bid

This reimbursement will also cover approximately $6 million already spent on work done over the past 8 years while the state was in a "moratorium" on funding any building projects. During that time, the school department replaced the roof and completed some major HVAC work at the school to keep it operational. The MSBA eliminated some things from reimbursement-- like any site work in excess of 8% of the project.

The project includes a two story addition to the front of the building to replace the 12 modulars that currently house grade 6, and includes space for Early Childhood (currently in 5 modulars at East) and administrative space for Central Office on the upper floor. The cost to the Town is estimated to be around $21-$22 million but we will not have any final pricing until the project goes out to bid which would take place in the Spring if the Town approves the project.

The community approved this project at the November 9 Town Meeting and again with the ballot vote on January 19th, representing the final approval. The plan is to break ground in the late Spring of 2010.
